Problem
Windows throws a not found error for d3dx9_27.dll.
Causes and Solutions
Cause 1 - DirectX 9c Needed
Either an older version of DirectX is installed, or the version of DirectX installed does not include the needed DX9c DLLs.
Solution #1: Install DirectX 9.0c.
